Cheng-Yun Tsang 臧正運

I work at the intersection of law, finance, policy, and governance, with a particular focus on how emerging technologies are reshaping financial systems, regulatory architectures, and institutional dynamics across jurisdictions.

I am currently an Associate Professor of Law at Monash University, a Senior Visiting Fellow at UNSW Law, and an Adjunct Professor at National Chengchi University’s College of Global Banking and Finance. In addition to academia, I serve in governance and advisory roles across the financial sector, including as an Independent Director of Line Bank Taiwan, a Board Member of the Taiwan Insurance Institute, and the inaugural Chair of the Task Force on Technological Innovation under Taiwan’s Financial Supervisory Commission (FSC).

My work spans research, policy engagement, strategic advisory, and executive dialogue, with expertise in financial regulation, digital assets, AI governance, supervisory technology, and sustainable finance. More broadly, I am interested in how legal and regulatory institutions can adapt to technological disruption while remaining resilient, accountable, and effective.

Over the years, I have led and contributed to major academic, policy, and industry initiatives involving regulators, financial institutions, public agencies, and cross-border stakeholders across the Asia-Pacific. My publications in both English and Chinese are grounded in an interdisciplinary perspective spanning law, management, and international relations, reflecting my broader interest in governance, institutional design, and systemic transformation.

I am particularly interested in fostering deeper dialogue between academia, industry, and policymakers. Ultimately, I aspire to help leaders and institutions navigate complexity—not merely with technical expertise, but with clarity, discernment, and the wisdom to exercise power responsibly in times of uncertainty and transformation.
